Our History
In 2013, the True Love Outreach Center (TLOC) was established by Reverend Dr. Garry Levy and Dr. Dessie Levy, as a ministry of love for low-income, underrepresented people in the RiverWorks and Harambee neighborhoods. The outreach efforts and services included food, clothing distribution, workforce training programs, small business support, and other community capacity building initiatives.
Over the last 10 years, the TLOC ministry was identified by the community as a champion of faith-based, socio-economic and wellness mobilization. The ministry demonstrated itself to the city of Milwaukee as a “safe, trusted” community partner for its neighbors and businesses.
True Love Outreach Center (TLOC) is now known as the True Love Regional Community Development Corporation (TLR-CDC), a non-profit 501c3 organization. The organization has grown significantly since its inception. The TLR-CDC has expanded its advocacy efforts to include, but not limited to, affordable housing, food security, health and wellness, employment resources and community research activities. TLR-CDC continues its collaborative relationships with all its community partnerships.
The legacy of the late Reverend Dr. Garry Levy lives on through the work of TLR-CDC. The organization remains committed to empowering hope, and initiating change in our community.
